DENVER, COLO. (January 18, 2023) — The National Service Office (NSO) for Nurse-Family Partnership® and Child First announced today that Julia Teska has been named chief financial officer. Teska has over thirty years of experience in nonprofit, state and local government finance with an emphasis on education and health and human services programs. Teska comes to the NSO from the Nevada System of Higher Education where she managed large budgets and key stakeholder relationships.
Charlotte Min-Harris, interim president and CEO of the National Service Office for Nurse-Family Partnership and Child First said, “Julia has a long public sector and nonprofit finance career and is a clear problem-solver. She previously worked for the National Service Office three years ago to support financial operation efforts and we are thrilled for her return in an executive leadership team role. We are pleased to have Julia in place to ensure that the organization’s financial health, policies and procedures are strong.”
In her role as chief financial officer, Teska will guide the NSO’s financial planning, budget development and monitoring, accounting operations, investments and government and private grants administration strategies. In addition, Teska will oversee all finance-related work for the NSO and will build effective relationships with strategic partners and the investment community in support of the NSO’s goals and objectives.

Previously in her career, Teska served as the deputy superintendent, business and support services for the Nevada Department of Education, director of the department of administration and state budget director for the state of Nevada and most recently as the budget director for the Nevada System of Higher Education. From 2019-2020, Julia also worked with the National Service Office as the financial analysis and opportunities manager.
Teska is a graduate of Ashford University with a bachelor’s degree in public administration. She resides in Colorado with her husband and two rescue dogs, Nellie and Juno.
